Ilya Batikov is a partner in Vorys’ Columbus office and a member of the firm’s energy, finance, and real estate group. His practice focuses primarily on oil and gas litigation. A third-generation oil and gas professional from Charleston, West Virginia, Kimberly has held key roles at multiple operators. In 2017, she founded Ayers Petroleum Consulting based in Canonsburg, PA.
Kimberly holds a Master’s of Science in Petroleum & Natural Gas Engineering from West Virginia University and dual bachelor’s degrees in mathematics and chemistry from West Virginia Wesleyan College. As an active Society of Petroleum Engineers member, she previously served as Chair of the Pittsburgh Section. In 2024, she became a Certified Mineral Appraiser, enhancing her ability to serve a diverse client base across the region.
Hugh Caperton

He possesses a track record in effectively overseeing substantial capital budgets surpassing $250 million. His track record further extends to his pivotal role in assisting to raise over $650 million in equity and debt capital for previous ventures showcasing his adeptness in strategic financial management. Currently, Hugh works to effectively align the Vault 44.01 land management, government relations, and business development teams to advance decarbonization of industry through carbon capture and storage.
Mike Chadsey
Mike Chadsey serves as Director of External Affairs for the Ohio Oil and Gas Association. In that capacity over the last 13 years, he has led OOGA’s engagement with the media and continues the Association’s great work of creating and building relationships with local elected, community, and business leaders throughout the state. Immediately prior to joining OOGA, he served two years as the first state director of Energy In Depth-Ohio (EID), a grassroots advocacy, research and education initiative organized in support of responsible oil and gas development. Mike has served in a variety of roles over the last 20 years at both the local and state level, working for various campaigns and office holders. He is a graduate of Kent State University with a Bachelor of Arts in Political Science. He lives with his wife, Jean Anne and their daughter Madeline and son Matthew in Green.
Steve Downey
Steve Downey serves as a Commodity Marketing & Business Development Consultant and has more than 39 years of experience in the oil and gas industry, having served in the capacities of Chief Operating Officer, General Manager, Vice President of Business Development & Marketing, Strategic Planning Analyst and Tax Accountant. He has extensive knowledge in gas gathering & midstream pipelines and gas marketing negotiations and has materially participated in the purchase of more than 10,000 oil and gas wells and the sale of more than 3,000 wells in Appalachia during this tenure. Mr. Downey holds a B.S. in Accounting from the West Virginia University Institute of Technology, is a certified public accountant, former Chairman of the Ohio Oil & Gas Association, and former officer and Board of Director of IOGA-West Virginia (now GO-West Virginia).
Allen Fore
Allen Fore has more than 30 years of experience in public policy at the local, state, and national levels. At Kinder Morgan, he manages corporate public affairs, state government relations, and special projects throughout the United States. Prior to joining Kinder Morgan, he served as an Assistant Attorney General of Illinois, general counsel to the Lieutenant Governor of Illinois, and with the U.S. Department of Education.
Fore served as a Captain and Judge Advocate General in the Illinois Army National Guard and was elected to the Belvidere, IL City Council. He received his B.A. from Eureka College and a Juris Doctor degree from Valparaiso University.
Lucas Fykes
Lucas Fykes is Senior Director of Energy Policy and Regulatory Counsel for the Data Center Coalition (DCC), the membership association serving as the voice of the data center industry. Lucas leads DCC’s state regulatory engagement on large-load tariffs, cost allocation, rate design, and related customer protection mechanisms. He works closely with DCC members to set strategy and develop filings in major utility proceedings nationwide, including contested cases and settlement tracks. Lucas also supports DCC’s broader energy policy advocacy nationwide, including work with stakeholders on grid planning, market design, and policies to enable reliable, timely infrastructure investment. Before joining DCC, Lucas represented community choice aggregation providers, clean energy companies, utilities, and retail electric suppliers in administrative litigation, rulemakings, and other regulatory matters. His practice included counseling clients on energy and utility law issues, distributed energy resource policy, and electric and natural gas procurement for commercial, governmental, and residential customers.

Christopher Halvorson leads Pin Oak Energy Partner’s management team. As Chief Executive Officer, he directs a team of upstream and midstream oil and gas executives. Pin Oak Energy Partners is an independent energy company focused on the acquisition, exploration and development of crude oil, natural gas, and midstream assets throughout the United States.
Representative Matt Huffman
State Representative Matt Huffman serves the 78th Ohio House District and was elected by his colleagues to serve as Speaker for the 136th General Assembly, after previously serving as Senate President in the 135th General Assembly.
Speaker Huffman has practiced law for the past 30 years in his family’s private practice law firm. Speaker Huffman served on Lima City Council from 1992-2006, including the final seven years as City Council President. In 2007, he began his service in the Ohio House of Representatives, then served in the Senate from 2016 to 2024.
Speaker Huffman earned a degree in Government from the University of Notre Dame in 1982 and his law degree from the University of Cincinnati School of Law in 1985. Married for over 30 years, Senator Huffman and his wife Sheryl live in Lima and have four children and six grandchildren.
Andrew Isherwood
Andrew Isherwood is Director, U.S. Gas Business Development at TC Energy, where he is responsible for the commercial development of new growth opportunities across the U.S. gas pipeline business. He is based in Houston, Texas. He was previously Director of Energy Origination & Development for TC Energy’s Power & Energy Solutions business unit, where managed the development of innovative projects in energy efficiency, renewable power, green feedstocks, and carbon capture across the United States. His key duties involved managing customer relationships, project development, project execution, government grant applications, and formulating strategies. Prior to this role, Andrew held various positions at TC Energy including roles in Commercial Operations, Marketing, Corporate Development, Midstream, Business Development, and Innovation & Sustainability. He holds a Bachelor of Commerce in Finance from the University of Calgary and is a Charter Financial Analyst (CFA) charterholder.
Parker Kasmer
Parker Kasmer leads AXPC’s congressional, political, and external stakeholder engagement. He was most recently Senior Vice President of External Affairs at Juul Labs, where he oversaw U.S. government affairs and related external programs. Before that, Parker was at Sidley Austin LLP’s DC office, advising Fortune 500 companies and trade associations on government strategies and engagements. Parker has a Bachelor of Arts in political science and history from the University of Alabama and a Juris Doctor from the Washington & Lee University School of Law.
Chris Kimble
For the past 30 years, Chris Kimble has been active in all aspects of his family’s business mining, gas and oil production, waste collection, recycling, and landfill operations. Since 2000, Chris has served as Operations Manager of Red Hill Development, an affiliated oil and gas company. Red Hill has been drilling, operating, and servicing deep gas wells in East Central Ohio since the early 1970’s, and currently manages over 626 gas wells.
He is also Chairman of the Ohio Oil & Gas Association and is a member of the Finance Committee for OUPS, as well as a member of the Ohio Natural Energy Institute Operating Board and a Board member of the Kimble Foundation. He graduated from Kent State University with an Electrical Engineering Degree.
Stephanie Kromer
Stephanie Kromer is Director of Legislative & Regulatory Affairs at the Ohio Oil & Gas Association, where she advocates for Ohio’s oil and gas industry at the Ohio General Assembly and relevant state and federal agencies. She also manages regulatory and technical matters between the Association and key agencies. Prior to joining OOGA in 2022, Stephanie worked at the Ohio Chamber of Commerce, where she served as the Director of External Relations and eventually the Director of Energy & Environmental Policy. She also previously served as a legislative aide to State Representative Andy Thompson in the Ohio House of Representatives, a project manager at King Strategic Strategies and a legislative assistant for the National Federation of Independent Business (NFIB).
Stephanie is an alumnus of Ashland University where she graduated as from the Ashbrook Scholar program. She lives in Gahanna with her husband Zebulon and her son Griffin.
John Litynski
John Litynski currently serves as the Head of CCUS in EQT Corporation New Ventures. He previously served as a Senior Advisor at the University of Wyoming’s School of Energy Resources and Director of the Wyoming Integrated Test Center. He also served as the Director for Carbon Transport and Storage in the U.S. DOE’s Office of Fossil Energy, as the Deputy Director for R&D, Program Manager for Carbon Capture and Utilization, and the Technology Manager for Carbon Sequestration at DOE’s National Energy Technology Laboratory. He received his B.S. in Civil Engineering from Virginia Polytechnic Institute and State University and M.S. from Johns Hopkins University in Environmental Engineering and Science.
Senator Rob McColley
State Senator Rob McColley was unanimously elected President of the Ohio Senate in January of 2025, where he will preside during the 136th General Assembly. President McColley began serving in Senate after being appointed in December 2017. He represents the 1st Senate District in northwest Ohio.
Prior to being appointed to the Senate, he served in the Ohio House of Representatives and had served in the Community Improvement Corporation of Henry County. McColley attended The Ohio State University, where he earned a Bachelor of Science in Business Administration with a major in Finance. He then attended the University of Toledo College of Law and graduated with a Juris Doctorate in 2010.

Desmond Murphy
Desmond Murphy is the Business Development Technology Manager for Halliburton for the Northeast and Rockies Areas and leads the Technical Teams in providing multi-PSL solutions to technical challenges in unconventional reservoirs across North America and internationally. He has been with Halliburton for 29 years, with a background in Wireline & Perforating and Formation Evaluation. Prior to his tenure with the Technical Teams, he has filled various operational leadership and technical roles within Halliburton in Australia, Indonesia, Papua New Guinea and the United States. He is a holder of an Associate’s Degree in Electronic Engineering from Wodonga College of TAFE, and a Certificate in Maintenance Engineering from the Australian Army.
Matthew Rucker
Matthew Rucker is the Executive Vice President and Chief Operating Officer at Gulfport Energy. He joined Gulfport as the Senior Vice President of Operations in March 2023. Prior to joining Gulfport, Rucker served in several roles, including as Vice President of Production Operations for Javelin Energy Partners and Executive Vice President, Chief Operating Officer of Montage Resources Corporation. He began his career in 2007 at Chesapeake Energy Corporation, serving in a variety of leadership and engineering roles in field operations, reservoir engineering, and planning. Rucker graduated with a Bachelor of Science degree in Petroleum Engineering from Marietta College and with a Master of Business Administration from Texas Christian University. He serves on the Boards of the Ohio Oil and Gas Association and the Petroleum Alliance of Oklahoma.
Jason Simmerman
Jason Simmerman is the Orphan Well Program Manager for the Ohio Department of Natural Resources, Division of Oil and Gas Resources Management. Jason has worked in the program for the previous nine years. As manager of the program, Jason oversees the current expansion of the program to incorporate significant state and federal funds. He has a total of eighteen years of experience with the Department of Natural Resources and five more years of work experience in the private sector. Jason earned a bachelor’s degree in Civil Engineering from Ohio University, along with his surveying certificate. Jason has been a registered professional engineer in Ohio since 2008.

Chris Stover is the Vice President of Well Control Operations at Wild Well Control, bringing more than 27 years of experience in the oil and gas industry. Bruce L. Tague
Bruce L. Tague has served as Executive Director of the Ohio Natural Energy Institute since 2023, bringing more than 20 years of experience in both the public and private sector to his newest role. He worked for years in public policy, state, and federal government, including his important work with the construction and completion of the NEXUS pipeline. When he is not traveling across Ohio to educate the public on the state’s immense natural resources or serving as President of the Ohio Geological Society (OGS), he enjoys spending time with his family, hunting, fishing and attending dirt track racing events. Bruce resides in Knox County, Ohio with his wife and two sons along with their dogs Condi and Maggie.
Ryan Ullman
Ryan Ullman has worked for IPAA since 2003 and maintains an issues portfolio focused on energy tax policy, environmental policy, political analysis, and climate change. He has advocated on behalf of American energy producers on numerous legislative and regulatory priorities, including working to lift the crude oil export ban, the 2017 Tax Cuts and Jobs Act, appropriations bills, and more.
Ullman attended Rocky Mountain College in his hometown of Billings, Montana and majored in psychology. He now lives in Arlington, Virginia, with his wife and two children.
Josh Viets
Josh Viets serves as Executive Vice President and Chief Operating Officer of Expand Energy, having previously held the same position at Chesapeake Energy Corporation since February 2022. He previously served as the Vice President, Delaware Basin in the Permian Basin Business Unit for ConocoPhillips. He began his career with ConocoPhillips in 2002, working in a variety of technical and leadership roles in the U.S. and the United Kingdom. Viets has held leadership positions in operations, engineering, subsurface and asset management. Earlier in his career, he worked as a reservoir and production engineer supporting a diverse set of assets across the ConocoPhillips portfolio.
Viets earned his B.S. in Petroleum Engineering from Colorado School of Mines.
Maggie Wallen
Maggie Wallen is a Project and Community Outreach Specialist at Williams, where she plays a key role in community engagement and infrastructure projects across Pennsylvania, Ohio, and West Virginia. Beyond her career, Maggie is dedicated to giving back—she co-chairs the Washington Health System Foundation Charity Ball and serves on the Domestic Violence Services of Southwestern Pennsylvania board. Maggie resides in Washington County, Pennsylvania, with her husband, Zach.
DJ Wheeler
DJ Wheeler is a managing consultant for Trinity Consultants. He has more than 17 years of air regulatory experience with expertise in all sectors of the oil and gas industry through multiple engagements with clients such as Williams, Enbridge, Energy Transfer, Marathon, Artex, Expand, EOG, DT Midstream, and Aspire Energy. He has assisted these clients with the interpretation and implementation of US EPA’s New Source Performance Standards for the oil and gas industry, including US EPA’s latest Methane Rules. His experience includes on-site compliance auditing, state level air quality construction permitting, Prevention of Significant Deterioration (PSD) permitting, Title V compliance management, periodic reporting, air dispersion modeling, and regulatory plan development. Mr. Wheeler has prepared and supervised construction permitting applications for numerous clients in all sectors of the oil and gas industry. Additionally, he teaches Trinity’s Air Quality Permitting in Ohio course. Mr. Wheeler earned a Bachelor of Science degree in Chemical Engineering from the University of Michigan.
Curtis Wilkerson
Curtis Wilkerson founded Orion Strategies in 2006. The firm has assisted energy and infrastructure projects in more than half the country, providing strategic communication, stakeholder engagement, and local government affairs expertise. The firm’s experience spans natural gas production, pipelines, power plants, renewables, transmission projects, hydrogen, and carbon sequestration projects, with six offices including Washington DC. Beyond his professional endeavors, he serves as a trustee at West Virginia Wesleyan College, where he obtained a degree in political science and history. Ryan Armstrong
Ryan Armstrong is Operations Manager at Select Water Solutions, where his focus is operating Select’s fifteen Class II UIC facilities, the largest SWD network in the Utica/ Marsellus Basin. He previously worked at ODNR as a mineral resource inspector, monitoring production in Belmont, Noble, and Guernsey counties. He also previously focused on drilling, completion and production of conventional wells at Derby Operating Corporation and spent four years working for many of the major E&P operators in the basin.
A lifelong resident of Muskingum County, Armstrong served his country in the Army, deploying for 18 months in March 2003. He earned a Geology degree with a minor in Petroleum Engineering from Marietta College.
Jeff Barron
Jeff Barron is a Senior Economic Advisor for Energy Market Analysis at the American Petroleum Institute. Before his time at API, Jeff was an Industry Economist with the U.S. Energy Information Administration’s Office of Energy Markets and Financial Analysis. He served as an analyst on petroleum and petroleum products, focusing on the linkages between physical and financial markets. He was the lead analyst in forecasting global liquid fuels consumption for EIA’s Short-Term Energy Outlook as well as a contributor to the STEO price forecast. Jeff graduated from Syracuse University with M.A.s in Economics and International Relations.
Craig Butler
Craig Butler serves as the executive director of the Muskingum Watershed Conservancy District (MWCD), Ohio’s largest conservancy district. MWCD, in partnership with the U.S. Army Corps of Engineers (USACE), manages a comprehensive system of reservoirs designed to support flood reduction, conserve natural resources, and promote recreational opportunities. Prior to joining MWCD, Butler was the Executive Director of the Power Siting Board for the Public Utilities Commission of Ohio where he worked to streamline the approval process for new power generation, began an overhaul of the rules governing the Board, and brought consistency to the overall utility siting process.
In 2014, Governor John Kasich appointed Butler as Director of the Ohio Environmental Protection Agency (EPA), a position he held until 2019. Prior to serving as the Director of the EPA, Butler served as the Assistant Policy Director for Energy, Agriculture, and the Environment in Governor Kasich’s administration. Butler holds a Bachelor of Arts in Geography and Environmental Studies from Mansfield University in Pennsylvania and a Master of Science in Environmental Studies from Ohio University. He is an avid angler, hunter, and outdoorsman. He is also an avid cyclist and trail runner.
Keith Coyle
Keith Coyle is the Chief Counsel for the Pipeline and Hazardous Materials Safety Administration (PHMSA) at the U.S. Department of Transportation. Before joining PHMSA as Chief Counsel, Coyle was a Shareholder in the Washington, D.C. office of Babst Calland, where he focused on matters involving energy and natural resources, including the regulation of pipelines and transportation of hazardous materials. Coyle previously served as Legislative Counsel for former U.S. Representative Kevin Brady (R-TX), who was then the Vice Chairman of the Joint Economic Committee and a Subcommittee Chairman on the Ways and Means Committee, as an Attorney Advisor at PHMSA, and as a law clerk for the U.S. Court of Appeals for Veterans Claims.
Coyle is a graduate of American University’s Washington College of Law, with an LL.M. in Law & Government, Temple University’s James E. Beasley School of Law, with a J.D. in Integrated Trial Advocacy, and Lehigh University, with a Bachelor of Arts in International Relations. He grew up outside of Philadelphia, Pennsylvania, and currently lives with his wife and three children on the Eastern Shore of Maryland
Andrew Good
Andrew Good is a Partner and the Director of Litigation at Oliva Gibbs PLLC, where he represents companies across the oil and gas industry in complex litigation and arbitration matters. He guides clients through every phase of the dispute resolution process, from proactive risk management and early case assessment through discovery, motion practice, arbitration, and trial. In addition to his litigation practice, Andrew drafts and reviews pertinent transactional documents and advises clients on regulatory compliance and enforcement matters. Eric Vendel
Eric Vendel has worked at ODNR since 2012 and currently serves as the chief of the Division of Oil and Gas Resources Management. He previously served as an attorney with the Ohio Legislative Service Commission. He holds a J.D. from Capital University Law School, a master’s degree in organic chemistry from The Ohio State University, and a bachelor’s degree in chemistry from Wittenberg University.
